This PR introduces caching to the CI. It cuts the CI time from ~20 mins to ~10 mins, pretty good.
To do:
fmtand other tasks that don't compile the code should not populate cache, so a config option has to be added therewe're stuck on ICE, need to find a workaround before we can merge this, or wait for Preserve most sub-obligations in the projection cache rust-lang/rust#85868 to be merged and switch to a newer nightlydisabled incremental builds
